Engr. Aristeo A. Quindoza of MGB No, IV- A, second from  right , conducted meeting/ amongst Barangay Officials and members of Manlana Small Scale Miner’s Association/Cooperative in Brgy. Manlana, Buenavista, Quezon, pursuant to DENR administrative Order (DAO), the Revised Implementing Rules and Regulations of R.A 7076, otherwise known as the “People’s  Small Scale Mining Act of 1991”.

On December 28, 2015, the proposed expanded Minahang Bayan situated in Brgy. Manlana, Buenavista, Quezon was endorsed by this Office  to the Honorable Secretary of the Department of Environment and Natural Resources (DENR) Ramon J.P. Paje thru the Director of Mines and Geosciences Bureau for review pursuant to  DENR Administrative Order No. (DAO) 2015-03, the Revised Implementing Rules and Regulations of R. A. 7076, otherwise known as the “People’s Small Scale Mining Act of 1991”.

In a letter dated November 3, 2015 addressed to the Chairman-PMRB Quezon, the Manlana Small Scale Miner’s Association/Cooperative filed their petition to declare certain area in Brgy. Manlana, Buenavista, Quezon (Expanded Area) as People’s Small-Scale Mining Area/Minahang Bayan.

 

On November 23-27, 2015, this Office conducted a geological investigation of the area and field findings disclosed that the proposed area has potential for gold mineralization and could be declared as an area for Minahang Bayan. The size of the area delineated covers 166.1766 hectares.

 

The following proofs of Notice of Posting/ Publication were complied with:

 

  1. Affidavit of Publication dated December 21, 2015 from the Editor-Publisher of the MIDWAY STAR, a publication of General Circulation in Lucena City and Southern  Luzon, that the Notice in re: Petition for the Declaration of the subject area as  Expanded Minahang Bayan was published in the said newspaper on the weekly issue covering December 16-22, 2015;
  2. Certification dated December 21, 2015 from Mayor Remedios U. Rivera of Buenavista, Quezon, that the Notice was posted on the Bulletin Board of the Municipal Government of Buenavista, Quezon continuously  for seven (7) days from December 14 to December 21, 2015;
  3. Certification dated December 22, 2015 from Mr. Webster D. Letargo, Provincial Executive Assistant IV/ Chief of Staff , Provincial Governor’s Office, Quezon, that the Notice was posted for eight (8) consecutive days from December 14, 2015 to December 22, 2015 on the Bulletin Board of the Provincial Capitol of Quezon; and
  4. Certification dated December 22, 2015 from the Chief-Mine Management Division of this Office that the Notice was posted in the MGB IV-A Bulletin Board from December 14, 2015 to December 22, 2015.

 

In a Kapasyahan Blg. 12-T-2015 of the Sangguniang Barangay of Manlana, Buenavista, Quezon dated November 3, 2015, the said body endorsed the petition/request of the Manlana Small Scale Miner’s Cooperative to declare the area as Minahang Bayan. Likewise, in a letter dated December 11, 2015, Mayor Remedios U. Rivera of Buenavista, Quezon has requested this office for the grant of the expansion of the current Minahang Bayan in Buenavista, Quezon.
